Dear Mr. Rezentes,

      SUBJECT:  Federal Lawsuit Naming Dr. Rebecca Rhoades, Kauai    
                       Humane Society

We are writing to you in regard to a matter which has come to light here on the island of Oahu, but which also involves Dr. Becky Rhoades of the Kauai Humane Society.

It is our understanding that a federal lawsuit was filed on September 11, 2009 in United States District Court.  Among those named in the lawsuit are "Rebecca Rhoades, Executive Director of Kauai Humane Soceity in her individual capacity." 

The lawsuit is brought by Mr. Michael Ostendorp, attorney for Mr. Norman Pang of Animal Haven, located in Waianae, Oahu.  For your information and review, we have provided a link to the actual lawsuit document.  [See below.]

In the lawsuit, under "Factual Background," regarding Rebecca Rhoades' alleged involvement in the matter, it states, "HSUS's staff deceived Pang by telling him they were only making a training video.  The real purpose of the video was to create a carefully edited portrayal of animal neglect and/or abuse at Animal Haven for use as evidence in charging Mr. Pang with a supposed crime.  HSUS had alredy met surreptitiously with representatives from HHS, HPD, and Dr. Rebecca Rhoades from the Kauai Humane Society and had conspired with HHS to achieve HHS's goal of entering Animal Haven property to fabricate evidence of animal abuse."

The lawsuit is for violation of Mr. Pang's Constitutional rights, including the First, Fourth, Fifth, and Fourteenth Amendments to the Constitution of the United States, as well as defamation of character.  And, as we noted above, Dr. Rhoades is named as a Defendant in this case.

We are aware that the Kauai Humane Society has an animal control contract and a spay/neuter contract in the amount of $665,617 per year from the County of Kauai.  Thus, they are a county contractor, and we are informed that your department is in charge of that contract.  Therefore, we would like to ask you the following questions:

1.  Did Kauai County officials sanction the "surreptitious" meeting which Dr. Rhoades attended at the Hawaiian Humane Society (HHS) headquarters building in Honolulu?

2.  Why was Dr. Rhoades involved in this matter, since Animal Haven is located on Oahu, not Kauai?

3.  Was Dr. Rhoades' attendance at this meeting part of her contractual agreement with the County of Kauai?

4.  Did the County of Kauai have any knowledge that Dr. Rhoades was working in her official capacity on the Pang/Animal Haven animal removal on Oahu?
