Dear Dr. Rhoades, We are writing to you in regard to a matter which has come to light here on the island of Oahu, but which also involves you, in your capacity as Director of the Kauai Humane Society. It is our understanding that a federal lawsuit was filed on September 11, 2009 in United States District Court. Among those named in the lawsuit are "Rebecca Rhoades, Executive Director of Kauai Humane Soceity in her individual capacity."
Sources tell us that you were involved in a "surreptitious meeting" with representatives of the Hawaiian Humane Society (HHS), including Pamela Burns and others, as well as representatives of the Humane Society of the United States (HSUS), and the Honolulu Police Department. We are informed that this meeting occurred prior to the removal of the animals from the property of Mr. Norman Pang of Animal Haven, in Waianae, Oahu. In fact, we have obtained a copy of the federal lawsuit filed in the United States District Court on September 11, 2009. The lawsuit states that you, Dr. Rebecca Rhoades from the Kauai Humane Society, had met surreptitiously with the other Defendants, and it alleges that you were part of a conspiracy "with HHS to achieve HHS's goal of entering Animal Haven property to fabricate evidence of animal abuse." The lawsuit is for violation of Mr. Pang's Constitutional rights, including the First, Fourth, Fifth, and Fourteenth Amendments to the Constitution of the United States, as well as defamation of character. And, as we notedabove, you are named as a Defendant in this case. We are aware that the Kauai Humane Society has an animal control contract and a spay/neuter contract in the amount of $665,617 per year from the County of Kauai. Thus, it is a county contractor, and we would like to ask you the following questions: 1. Did Kauai County officials sanction the "surreptitious" meeting which you attended at the Hawaiian Humane Society (HHS) headquarters building in Honolulu, as stated in the lawsuit? 2. Why were you involved in this matter, since Animal Haven is located on Oahu, but you are the Director of the Kauai Humane Society? 3. Was your attendance at this meeting part of your contractual agreement with the County of Kauai? 4. Did the County of Kauai have any knowledge that you were working on the Pang/Animal Haven animal removal on Oahu?
